My betta was in tap water for about 30 seconds, will he be okay?

Chlorine burns the gills of fish making it impossible for them to breath. I have had minnows that i feed to my Lake fish in my aquarium and dumped them into another aquarium forgetting to de chlorinate and they all went belly up with in 15 seconds.
