Why is there so much emphasis on learning just to pass an exam and not for life -long learning?

I hate when people tell me 'learn just how to solve this, and not why or how'. In fact i got laughted at, because i asked my teacher more that the 'required' knowledge. I would love the educational system to offer a more holistic form of knowledge, instead of this grade hunting.
