It's spring, and my male parrot is being very anti-social ... (help?)?

I can't get him out of his cage without him trying to regurgitate food for me. Sometimes he just flies right back into his cage and starts tapping his beak on the floor (the food,thing again!). I find it really off-putting and he just won't sit on my shoulder for a cuddle. He is also shouting all the time. Any suggestions??
